MINUTES OF APRIL 14, 2003 MEETING
A. Call to Order

D. New Business
1. File #W2003-18 – Application for Single Family dwelling, septic system, well,
driveway and landscaping in an upland area on property located at 58 Latham Road
(Map 9, Lot 16-B2, 2 acres). Owner: Hubert & Marie Soucy; Applicant: Donald
Soucy. (Received 4/14/2003; Hearing or decision by 6/9/03.)
Donald Soucy said the current maps show the location of the house and septic. He said the house will have a footing drain and a sump pump.
MOTION: To remand File #W2003-18 to staff for decision.

Result: Motion passes unanimously.
Jones indicated he would like to see the footing drain on the maps before making a decision.
2. File #W2003-19 – Application for a Single Family Dwelling in an upland area on
property located at 46 Village Hill Road (Map 38, Lot 14, 1.4 acres).
Owner/Applicant: Richard and Donna Napolitano (Received 4/14/03; Hearing or
decision by 6/9/03.)
Blessing asked about the setback, and Jones replied it is 250 ft. He said this is a lot of record. Schreiber said this goes back to 1967. Blessing said the leaching field cannot be less than 10 ft. from the property line. Donna Napolitano said that Janet McAllister has reviewed and approved the plan. Blessing asked if the house will be on a slab, and Mrs. Napolitano replied no, it has a basement. Blessing said the stockpile area should be shown on the plans. Schreiber suggested that perhaps the septic can be moved to the west, thereby keeping it out of the 100 ft. setback.
Commission members agreed to have individual site walks of the property before the next meeting, April 28. The application will be on the Agenda for that night.
E. Old Business
1. File #2003-14 – Application for house lot with driveway and associated grading
within 100 ft. of regulated area on property located at 117 Old Farms Road (Map 17,
Lot #33A, 30+ acres.) Owner: Sharon W. Dunston; Applicant: Robert W. McCall.
(Received 3/10/2003; No decision before 4/14/2003; Hearing or decision by
5/12/2003.)
Jones said that new plans were dropped off today and that Karl Acimovic has to review them. He said the driveway was moved down and several other changes made. The consensus was to wait until the next meeting for any decision on this application.
2. File #W2003-07 – Application for commercial logging on property at 111 Ruby Road
(Map 33, Lot 13, 16 of 18 acres). Owner: Jean LaFramboise; Applicant: Hull Forest
Products, Inc. Attn: Michael Bartlett. (Received 2/10/03; No decision before 3/10/03;
Site Walk scheduled for 4/14/03 at 6:15 p.m.; Hearing or decision by 4/14/03.)
Michael Bartlett said that harvesting has been done on this property in the past. He said he plans to harvest when it’s dry, late June or July. Metzler asked if there is currently water moving through the stone, and Mr. Bartlett replied yes, there is overflow from an off-property pond.
MOTION: To approve File #W2003-07 logging operation with the condition that
the crossing that we looked at is corduroyed and the corduroy removed
at the end of the operation.

Discussion. Schreiber as if seeding would be done following disturbance, and Mr. Bartlett replied yes, he would seed it anyway and follow best management practices.
Result: Motion passes unanimously.
3. Violation W2003-01A – Village Hill Road Bridge Repair. Owner: Town of
Willington. Contractor: PJF Construction; Gearoid Fitzgerald, 137 Somerset St.,
W. Hartford, CT.
Jones said that Karl Acimovic wrote a memo for the file. Jones said this is not a cease-and-desist, it is a notice of violation.
Metzler said they have to come up with a plan for remediation. He said the next step would be a cease-and-desist.
Jones said that all debris is gone, but the equipment is still there. He said there is lots of stuff stored in the trailer, which has been vandalized. He said there has been definite improvement on the site, and the check-dams have worked.
Blessing said he would like to see the itemized list. He said he would like to keep this item on the Agenda until everything is taken care of. He said there is lots of work still to be done.

G. Minutes
Requests for the following corrections were made: on page 1, change the date of the minutes from “March 27, 2003” to “March 24, 2003.” Also on page 1, L. Kouyoumjiam should be “L. Kouyoumjian.” On page 2, “Carl Acimovic” should be “Karl Acimovic.”
H. Staff Report and Discussion
Sarah Calvert said she is going to meet with the Board of Selectmen on April 21.
Jones discussed 220 River Road with the Commission.
